چکیده
امروزه چین از چنان سطحی از توسعه اقتصادی و جایگاه و اعتبار در صحنه بین المللی برخوردار است که در تاریخ مدرن این کشور باید بی سابقه قلمداد گردد. توانمندی های مادی و ماهیت تعاملات و اصول حاکم برروابط چین با کشورهای سطح اول سیستم بالاخص آمریکا شرایطی را رقم زده اند که به فزونی فراوان همسو با اهداف تعیین شده بوسیله رهبران کشور می باشند. سرزمینی که از زمان انقلاب ۱۹۴۹ برای دهه ها دشمنی با آمریکا و مبارزه با اهداف جهانی این کشور را بن مایه سیاست خارجی خود قرار داده بود از زمان سفر نیکسون به چین به طور رسمی تعامل سازنده با آمریکا را سرلوحه منطق رفتار بین المللی خود قرار داده است. سوالی که مطرح می شود معطوف به رابطه ای است که از نظر رهبران چین بین اصول سیاست خارجی و توسعه اقتصادی قرار دارد. فرضیه این نوشتار مبتنی بر این دیدگاه است که از نظر رهبران چینی اقتدار بین المللی و رفاه داخلی که یک ضرورت می باشد تنها از بطن توامان توسعه اقتصادی مبتنی بر صادرات و تعامل سازنده بین المللی بالاخص با قدرتهای بزرگ جهانی می باشدChina,Trade and Accumulation of Wealth as Foreign Policy
Nowadays China enjoys status and reputation on the international scene which is unprecedented in its modern history. Material capabilities and the essence of China’s interactions with the first level actors of the international system especially the United States of America have brought about conditions compatible with the wishes of the country’s leaders. The country that once was one of the poorest lands on the face of the earth and economic backwardness was one of its domestic hallmarks has become the second economic power of the world. The land where its foreign policy till 1972 was based on challenging America worldwide has put pursuing a constructive international interaction with The U.S.A on top of its grand strategy. The question that has to be considered is focused on the definition China’s leaders ascribe to the relationship between principles of foreign policy and economic development. The decision making hierarchy of the country believes the expansion of the people’s welfare and gaining international authority are only possible simultaneously in the context of export based trade and constructive international interactions globally especially with the great powers of the world.
